NO. There cannot be any delay with implementation of act 121. The deadline to send notifications being July 1, 2020 is statutory in nature and therefore PDE cannot change this or extend this. However, that said, while no formal statement can be made – no school will be “punished”, no letter will be sent for non-compliance, etc. IF by March of 2021, you can confirm that letters were sent and can submit your confirmation data. Currently, a confirmation file format and required data elements are being compiled and determined. All schools will need to be able to submit this data by the March 2021 deadline. Again, the deadline of July 1 is statutory and all efforts should be made to comply. If it is impossible to comply due our circumstances with Covid-19, no punitive action will be formally taken. All schools will need to submit confirmation data by March 2021. I hope that is helpful! I think the plan is for PHEAA to release it in September.

We will be using the PHEAA template and they will calculate a weighted average interest rate for the federal loans. For private loans we will most likely NOT be calculating a payment amount but instead just indicate the cumulative amount borrowed and add instructions to reach out to their lenders.
