Assistant Director of Compliance and Training (Enrollment Services Manager 2)
The Penn State Office of Student Aid is seeking an Assistant Director of Compliance and Training to assist in managing the compliance and training requirements for the Office of Student Aid. This position will report to the Director of Compliance and Training for Student Aid. This role is responsible for developing, implementing, and maintaining a comprehensive training and professional development program for new and experienced financial aid professionals in accordance with strategic goals and with a focus on ensuring program compliance and integrity. The role will assist the Director of Compliance and Training in insuring compliance with all federal Title IV, state and related institutional regulations and policies governing student aid. In addition, responsibilities include developing, implementing, and maintaining a comprehensive training and professional development program for new and experienced aid staff. The role will coordinate training for new and experienced campus aid staff with the Senior Manager for Campus and Professional School Liaison and ensure that training and development activities support and strengthen the office’s overall compliance with federal, state, and institutional regulations and policies. The role will assess the training needs of aid staff and design training and professional development activities that ensure the acquisition of core competencies and the maintenance and expansion of required knowledge and skills, as well as develop metrics to evaluate the effectiveness of training activities and enhance the training program based on learning outcomes and participant feedback. This role will create and maintain a database to document staff participation in training and development activities and build, and maintain for office use, a library of professional development and training resources. This position will attend conferences, workshops, and other training events to ensure continued professional development and to stay current in field and best practices in training and development.
In addition, this role will assist the Director of Compliance and Training in providing oversight and guidance to all functional areas of the office to ensure compliance with applicable policies and rules that govern federal and state student aid administration and assist the Director as needed with overall management and supervision of the Compliance and Training Team and act in the absence of the Director to provide leadership and direction to staff. This role will assist the Director of Compliance and Training to develop and maintain the policies and procedures manual for the Office of Student Aid and a plan for detecting, preventing and resolving areas of non-compliance.
This position will provide financial aid counseling to students and parents regarding all aspects of the financial aid process and eligibility requirements for federal, state, and institutional student aid programs and make necessary referrals to other student service offices. This role will establish and maintain strong working relationships with, and functional knowledge of, other University departments, particularly those that impact the administration of student aid such as: Undergraduate Admissions; The Graduate School; University Registrar; Bursar; and Student Financial Services, World Campus, Ethics and Compliance, and Office of General Counsel.
Penn State’s Office of Student Aid is responsible for administering and tracking over $1.2B in Federal, State, University and private/external student aid funding. These programs assist over 75,000 undergraduate, graduate and professional students each year. The work of this position impacts Penn State’s approval to participate in Federal and State Student Aid programs which comprise the majority of the $1.2B in student aid funding at the University.
Bachelor’s degree required, Master’s degree preferred, plus 4-7 years of experience or an equivalent combination of education and experience. Previous compliance and training experience a plus. Requires high-level knowledge of complex federal, state, and University aid regulations, policies and procedures. Experience with Microsoft Office 365 and automated student systems is a plus.
